Seems like there is a mod on the SE nexus that's recently gone up that lets you get more points per level up if you exit and re-enter the level up screen after choosing MP/HP/SP. Alright, today we are showing this mod, which will add a book to your inventory, that reading it, you will earn perk points, to distribute in your mastery.
The only other way to add/remove perk points is to use a program to mod the game's memory while its playing. If you don't like that way of unlimited levelling, you can use the Skyrim Uncapper (LE|SE).
